Zero-sales months
A month with no sales is still a reported month.
The clause asks for a confirmation of no reportable transactional data on the same 30-day clock as a month full of them. It is the requirement most easily missed, and because SRP takes periods in order, missing it holds up every month behind it.
The rule
What GSA asks for
If there was no contract activity during a month, the holder submits a confirmation that there was no reportable transactional data, within 30 calendar days of the last calendar day of that month. It is the same deadline and the same period record as any other month; only the content differs.
There is no file for it. The transactional file format has no row that means “nothing happened”, and inventing one would be guessing with your reporting. GSA points a holder at the portal’s form entry for the confirmation instead, which is what this product does too.
A month whose totals happen to net to zero — a sale and the return that reverses it — is not a zero-sales month. Those transactions are reportable and they go in the file.
Why it matters more than it looks
SRP will not take a reporting period while an earlier one on the same contract is unreported. A skipped zero-sales month is indistinguishable, to the portal, from a skipped month of sales: both block everything after them.
Which is why a quiet quarter is worth the five minutes it takes to confirm three empty months.

Zero-sales month
No reportable transactions for 07-2026 — report this month in SRP’s form, not as a file.
- Sign in to the Sales Reporting Portal at https://srp.fas.gsa.gov.
- Choose Report Data by Form Entry and select the reporting period 07-2026.
- Select contract 47QSHA22D0031.
- Enter zero sales for the month and submit; SRP asks you to certify the data is true and accurate before it accepts the confirmation.
- Mark the period reported here afterwards, so next month is not held up behind it.

The period is tracked either way. It appears in the period list with its own deadline, it takes a note if you want one, and it is not marked reported until you have actually entered the confirmation in SRP — because we cannot see SRP and will not claim we can.
Reminders track the same deadline as any other month. They assist; they do not prevent, and nothing here counts down.
The last step in that list is the one people skip: marking the period reported here, so the next month is not held up behind a month that was in fact confirmed.
