The second reason is history. Holders who skipped months since reporting became monthly need the back months built in order, because SRP will not take a later month while an earlier one is open.

TDR Preflight is priced as reviewed work rather than a software seat. Its page is written for MAS hourly and labor-hour services, and it says several transaction types block. It reads CSV, XLSX and QuickBooks Online on a read-only connection.

3. SRP directly
SRP takes the report directly by form entry or by file upload, and it offers EDI and an API for holders with the systems to use them. GSA recommends file upload when a month has many orders or lines. There is nothing to buy; the work of building and checking the file is yours.

Is there a free alternative to TDR Filer?
Yes. SRP itself takes the monthly report by form entry or file upload at no charge. What you give up is the check before upload: you build the file, and SRP tells you after the upload what it rejected.
Does any alternative upload the report to SRP for me?
No option on this page does. TDR Filer's page says the customer uploads the output; TDR Preflight's says the customer submits; TDR Prep prepares the file and the contract holder uploads and certifies it in SRP.
